TW-11 - Getting issue details... STATUS

-Added filter for AC and LA students; where any employee that is active in multiple degrees or has a leave of absence will be able to select the degree and submit a tuition waiver for it.

-Added the job level helper function in Leap.  This stores the list of UConn and UCH job titles and their levels.  When their job title is pulled, it looks it up against the job level list and returns the level number.  These are not stored in Core-CT from what we can tell and Tax requested this to help them identify if a waiver is taxable or not.
