Yes, if there are no available options at either preferred vendor, the guest can opt for the basic insurances that are normally included with Enterprise. Best practice would be to have Anthony Travel send a screenshot showing zero matches for the days the car is needed and then attach as backup to the rental charge from a different company for reimbursement/booking on an employee Travel card.
