From the top navigation menu, click Gradebook.

Set the view to Gradable Items

click Gradable Items. Columns can only be reorganized from this view.
Locate the column you want to move

up-down arrows. Click and hold the arrows.
Then drag the column to the desired location, holding it in place and then dropping it in the new location.
