A transcript is generated automatically by default. When uploading a video, you have the choice of un-checking the box to skip a transcript generation. When un-checked, the option to upload your own transcript appears.

Adding Subtitles (secondary transcript)
The secondary transcripts subtitles need to have similar timestamp formatting as the original transcript. To find this formatting, download the original transcript and then edit the text to reflect the new language.
Allow your video upload to auto-generate captions.
Navigate to your video on Stream.
On the video-viewing page, click on the ellipsis and choose Update video on streamdetails.
Click on Download file in the Captions section.
The downloaded file can be opened in Notepad, Notepad++, Word, or other text editing program. Look below for appropriate instructions

6. Return to your web browser where you downloaded the original transcript and click on Upload a subtitle file.
7. First select the language of your new transcript, and then upload the newly created file.
8. Click Ok and then you are done.
