The problem is caused by an unknown interoperability issue with the Juniper Network Service and the physical wireless adapter when Pulse Desktop Client is installed.

Resolving Issues with Slow Speeds and Resource Access
Ensure that Pulse VPN is connected.
- Open Control Panel and select Network and Sharing Center then select Change adapter settings.
- Right-click on the WiFi adapter and select .
- Select Properties.
- Uncheck Un-check the box for Juniper Network Service and click OK.
- Click OK.
- Right-click on the Pulse Secure virtual adapter, if it exists, and select .
- Select Properties.
- Uncheck Un-check the box for Juniper Network Serviceand click .
- Click OK.Reboot
- Restart your computer.
