The problem is caused by an unknown interoperability issue with the Juniper Network Service and the physical wireless adapter when Pulse Desktop Client is installed.

Ensure that Pulse VPN is connected.
- Open Control Panel and select Network and Sharing Center then select Change adapter settings.
- Right-click on the WiFi adapter and select Properties.
- Uncheck the box for Juniper Network Service.
- Right-click on the Pulse Secure virtual adapter and select Properties.
- Uncheck the box for Juniper Network Service.
- Reboot.
